The short answer

A Time and Action (TNA) calendar, also called the critical path, is the schedule for one order: every milestone from design to shipment with a planned date and an owner. You build it backward from the ex-factory (ship) date, subtracting the real duration of each step — approvals, fabric and trim lead times, sampling rounds, production, finishing, and inspection — so the plan is driven by the delivery deadline, not by hope. The two anchor dates are the planned cutting date (PCD), when the factory must have everything ready to cut, and the ex-factory date, when goods must ship. Because the steps are dependent, a slip early in the calendar cascades to the end, so the TNA's real job is to make an early slip visible while there is still time to recover it.

An order is a chain of dependent steps with one fixed end date. The TNA turns that chain into a dated plan so that, at any moment, you can see whether the order is on track and which step is about to put the ship date at risk. Without it, problems only become visible when it is too late to fix them.

Subtract each real durationTake the true duration of each step — approval turnarounds, fabric and trim lead times, sampling, production, finishing, inspection, packing — from the supplier's actual capacity and history, not optimistic guesses.
Anchor on PCD and ex-factoryThe planned cutting date (PCD) and the ex-factory date are the two most critical anchors: PCD is when all materials and approvals must be in place to start cutting, and ex-factory is when goods must leave. Protect both.
Add buffers where risk is highestFabric lead time, lab-dip and sample approvals, and inspection are common slip points. Build realistic buffer at those steps rather than assuming everything lands on time.

The milestones a TNA usually tracks

MaterialsFabric and trim orders, lab-dip and strike-off approvals, and the in-house dates for fabric and trims. These often have the longest lead times and set the PCD.
ProductionPCD (planned cutting date), sewing start and finish, and line capacity. The PCD only holds if materials and PP approval are in by then.
Finishing, inspection, and shipmentWashing or finishing, packing, the final AQL inspection, and ex-factory. Leave real time for inspection and any re-inspection after rework.

Tie the sampling milestones to the garment sample types and sampling process, the material milestones to colour approval and the bill of materials, and the final gate to the AQL inspection.

An early slip cascades — that is the point

The TNA exists to catch slippage early

Because each step depends on the one before, a delay near the start of the calendar pushes every later date, including the fixed ex-factory date. A late fabric approval compresses production; compressed production raises defects; rushed inspection lets them through. The value of a TNA is not the tidy plan, it is the early warning: when a milestone is missed, the calendar shows immediately which downstream dates are now at risk, so you can recover time (expedite fabric, add a line, move a buffer) while recovery is still possible rather than discovering the problem at inspection.
