The certificate final rule took effect July 8, 2026 for covered non-FTZ products, with separate timing for covered FTZ entries. | The FTC clothing and textiles gateway links federal guidance, rules, cases, notices, and the Registered Identification Number database for textile, wool, fur, fibre, origin, environmental, and care-label topics.
