| Best for | Starting a Vietnam market-entry chemical review by identifying the mandatory formaldehyde and azo-amine technical regulation, its responsible authority, effective date, covered products, and conformity route |
| Know before using | This route identifies the responsible authority and the regulation as a starting point. It is not a product classification, an exact current limit table, a test plan, a conformity certificate, or legal advice. A revision was notified to the World Trade Organization with a proposed entry into force of 1 July 2026, so the current edition, covered product list, exact numeric limits, accepted test methods, and conformity procedure must be confirmed against the responsible authority before any specific value is relied on. Confirm the exact product, its skin-contact and age class, the standard edition in force on the supply date, testing evidence, the declaration and CR-mark route, and any separate labeling or customs rules. |

| What the source establishes | Vietnam national Trade Portal, operated under the Ministry of Industry and Trade with the General Department of Vietnam Customs, records national technical regulation QCVN 01:2017/BCT on the content of formaldehyde and certain aromatic amines derived from azo colourants in textile products, promulgated by Circular 21/2017/TT-BCT dated 23 October 2017 and amended by Circular 20/2018/TT-BCT, taking effect 1 January 2019. Covered products include apparel and clothing accessories and other textile products. Widely cited limits are 30 mg/kg formaldehyde for products for children under 36 months, 75 mg/kg for products in direct contact with skin, and 300 mg/kg for products not in direct contact with skin, with each listed aromatic amine not exceeding 30 mg/kg. Conformity is declared with a CR mark supported by testing at a laboratory recognised by the Ministry of Industry and Trade. The regulation full text on the ministry information centre sets the definitions, method references such as TCVN 7421-1 and ISO 14184-1, and the covered product list. |
